With housing in short supply, developers are converting more empty offices into apartments. But not all buildings are candidates for reuse. Photo Illustration: Amber BragdonAmerica’s offices are emptier than at any point in at least four decades, reflecting years of overbuilding and shifting work habits that were accelerated by the pandemic. A staggering 19.6% of office space in major U.S. cities wasn’t leased as of the fourth quarter, according to Moody’s Analytics, up from 18.8% a year earlier. That is slightly above the previous records of 19.3% set in 1986 and 1991 and the highest number since at least 1979, which is as far back as Moody’s data go.

The Bill for Offshore Wind Power Is Rising

The green-energy transition ready for take off in the U.S. is facing a serious obstacle: the permitting process. WSJ takes you inside the country’s soon-to-be largest wind farm to understand the regulatory gauntlet delaying clean energy for millions. Photo illustration: Getty Images/Amber BragdonWith offshore wind projects bleeding cash, governments will have to pay more to hit their clean-energy targets. Higher prices for steel, labor and debt financing have raised the cost of developing a wind farm by almost 40% since 2019. It is a big problem for developers like Danish energy company Ørsted, which signed power supply agreements a few years ago at prices that no longer cover today’s costs.

But not all buildings are candidates for reuse, even as more than 1 billion square feet of office space sits vacant across the U.S. Photo Illustration: Amber BragdonCities hoping to convert emptying office buildings into apartments are running into financing issues, stagnating rental markets and other challenges that are bottling up their efforts. Developers last year created just 3,575 apartment units in the U.S. through office conversions, according to an analysis by rental listing site RentCafe. That amounts to less than 1% of all apartments built that year through new construction.

The green-energy transition ready for takeoff in the U.S. is facing a serious obstacle: the permitting process. Photo illustration: Getty Images/Amber BragdonSoaring costs are pushing up the price of big wind-power projects, challenging the country’s shift to renewable energy and potentially leading to larger-than-expected bills for residents. New York state officials in recent days unveiled a slate of wind-farm proposals that would result in higher electricity rates for residents than previously approved plans. That has firms behind older bids rushing to see if they can resubmit their plans at or near the new rate.

Corporate giants from Amazon to CVS are investing billions into primary-care practices. Photo illustration: Amber BragdonCVS Health posted an 11% rise in sales during the first quarter as it closed its biggest acquisitions since its nearly $70 billion merger with Aetna in 2018. The healthcare company on March 29 completed the nearly $8 billion acquisition of Signify Health, adding in-home services to its offerings. On May 2, the company closed its $10.6 billion deal for Oak Street Health’s 600 primary-care centers. The newly added units will work together to expand the business, with Signify doctors checking up on home-care patients, who are then referred to either an Oak Street practice or a CVS in-store clinic.
